Reaching Home – Canada’s Homelessness Strategy
Designated Community of Halifax Funding Stream
The Affordable Housing Association of Nova Scotia (AHANS) is the Community Entity contracted by Employment and Social Development Canada (ESDC) to administer the Reaching Home program. The Reaching Home program:
● is a community-based program aimed at preventing and reducing homelessness across Canada.
● provides funding to assist a community with the needs of the local homeless population.
● supports the goals of the National Housing Strategy, in particular, to support the most vulnerable Canadians in maintaining safe, stable and affordable housing and to reduce chronic homelessness, nationally, by 50% by the fiscal year 2027-28.
The Designated Community of Halifax’s Community Plan
Halifax’s Reaching Home Community Plan requires that the community work towards the following mandatory community-level outcomes:
o Chronic homelessness in the community is reduced by 50% by the fiscal year 2027-2028.
o Indigenous homelessness is reduced.
o A general reduction in overall homelessness
o Functional Zero homelessness for Persons of African Descent
o New inflows into homelessness are reduced.
o Returns to homelessness from housing are reduced by 100%.
These community-level outcomes are embodied in the Community Plan for Halifax that has been approved by ESDC.
